Privacy, Governance, & Contractual Safeguards
Role in DISC
Laia Tiderman is the Associate Director for the Data Integration Support Center at WestEd. Laia solutions with states to support the development of integrated data systems through expertise on data governance, privacy, and contractual safeguards. As a former public servant, Laia understands the value of practical solutions and actionable information. Laia leads the development of DISC tools and resources to support public agencies in their IDS modernization.
State Experience
As the former Program Manager for Accountability Support and Data Management at the Maryland State Department of Education, Laia provided leadership and support to a staff of data collection specialists responsible for various state data collections necessary to meet state and federal reporting requirements.
Laia also provided leadership, technical expertise, and assistance within the Department and to Maryland districts on the state’s data collections, student data privacy, and data governance.
She was the Department’s first acting Data Officer under the direction of the State’s first Chief Data Officer.
Experience with Integrated Data systems
Laia served as the Maryland Longitudinal Data System (MLDS) Center’s Associate Director for Data Management responsible for the development of MLDS Center’s data governance program, and the collection and management of data to the MLDS Center from partner agencies ranging from early childhood through postsecondary education and labor. During her time with the MLDS Center, Laia led the Data Governance Advisory Board and developed and implemented policies and procedures to provide data access to external researchers still in use.
Experience by Focus Area: Privacy & Governance
With the Student Data Governance Workgroup, Laia coordinated staff from across Maryland’s school districts to identify best practices on student data governance and provide technical assistance and on-going support.
With the establishment of the Maryland Student Data Privacy Council, Laia provided support to the Council Chair in developing meeting materials, content, and expertise. Laia’s work with the Council led to the development and submission of final recommendations to the Maryland General Assembly.
