Federal privacy laws and regulations often create the largest barriers to state data integration efforts.
As part of DISC’s efforts to support state data integration efforts, the Federal Privacy Laws and
Regulations Working Group will identify the largest barriers and brainstorm innovative solutions that
promote ethical practices while ensuring equitable access, security, and privacy protection within
integrated data systems.
Goals
- IDENTIFY which aspects of federal privacy laws and regulations create the largest barriers to state data integration.
- BRAINSTORM solutions for improving federal laws and regulations to resolve or mitigate identified barriers and promote the ethical, equitable, and privacy- protective adoption, use, and management of integrated data systems.
- SHARE those ideas with people who can create these changes, including timely recommendations relating to proposed legislation.
Format
The workgroup meets monthly from May 2024 through June 2025.
Membership
The Federal Privacy Laws and Working Group includes a representative group of experts from across sectors and organizations. Members include representatives from:

- Center for Data Policy, Data Foundation
- Data Quality Campaign (DQC)
- Education Commission for the States (ECS)
- Massive Data Institute (MDI) at Georgetown University’s McCourt School of Public Policy
- National Governor’s Association, State Longitudinal Data Ecosystem
- National Association of State Workforce Agencies (NASWA)
