This presentation will focused on designing appropriate legal frameworks to facilitate cross-agency integration. Clear legal frameworks for data sharing are essential to mitigate risks, protect privacy, and guide responsible data use. Legal frameworks can include a mix of executive action and legislation, and often rely upon data sharing agreements as the core mechanism for data exchange. Strong legal agreements reflect the purpose for sharing, document the legal authority of signatories, define terms, and ensure that data sharing complies with all federal and state regulations and statutes (FERPA and HIPAA being chief among them). This session will help participants with developing and/or refining legal frameworks. This session dispelled some commonly held myths about the legality of data sharing and provide strategies for data partners working to find a way forward.
